Is Muscle Tension And Time Under Tension Critical For Muscle Hypertrophy?

am i reading this correctly, that muscle will grow independently of all/any hormonal response? that muscle load or better put, time under tension is more important (or the sole catalyst) than testosterone, GH or IGF 1?
they pretty much removed any and every part of a rat that produced hormones (testicle, pituitary, thyroid and even starved the rodents) but when putting the muscle under tension under any of these circumstances, Muscle Hypertrophy still occurred.
sounds interesting, but if this were 100% true/accurate, wouldn’t women be able to accumulate muscle mass at the same rate as men?
just wondering.
